Flash flooding in the centre of Setúbal can affect up to 12% of residential buildings. Further, half of the administrative buildings of the city are located in the centre and expected to be flooded, together with many health facilities, and education buildings. One major concern is the potential disruption of the emergency management of the city due to flooded roads and buildings. It was calculated that only about 6% of the roads can be flooded but the exposed roads are of high importance for emergency management and the only connection to the industrial area in the south-east of the city.
